Fiscal Services
General Description of Functions/Services
The main responsibility of the Fiscal Services Unit is to provide effective and efficient fiscal support to the Department through:
- procurement support and timely vendor payments
- making useful, clear, and appropriate information, analysis, and guidance on fiscal matters readily available to Department decision makers
- assuring adherence to all applicable Federal, State, and Department regulations; and
- on-going collaboration with customers and suppliers as well as continued training and technical support to customers on policies and processes.
Fiscal Services
- Financial Planning, Budget Analysis and Support
| Provide consultation support to personnel in the Divisions on the administration of and planning for financial resources, technical advice to staff relative to fiscal regulatory concerns. Analysis of cross-cutting issues, Federal budget matters, expenditure tracking, special projects, revenue management and fiscal policy development. |
- Grant Accounting and Reporting
| Handle internal and external financial reporting for Federal grants administered by DSCYF; provide estimated expenditures; handle Federal cash management to maintain proper cash flow as applicable to state and federal regulations. |
- Cost Allocation Operations
| Operate and maintain the DSCYF cost allocation plan and processes, which identifies and allocates agency costs to specific Federal Programs, in order that each grant can be charged accordingly. |
- Accounts Payable/Receivable/Purchasing
| Processing of overall State accounting/financial documents for DSCYF in accordance with all laws, regulations, etc. |
- Client Payment Operations
| Provide payments to foster care providers and adoptive parents of the Division of Family Services. |
